New idea for ideas section: Rapida, fibre like thing for monero

this is supposed to go in the ideas section.

this just has to be adapted for Monero and baked into the daemon somehow

A very quick estimation for the effort: around 6 months.

Monero Project and Code needs to be reworked first (see e.g. !82 (closed)).

So:

• 3 months general rework
• 3 months specific work

Ideas section no longer exists.
