- Changed Milestones to be handled in front matter of each proposal instead of yml
- Updated ReadMe
- Put different ReadMe sections into individual User Guides

- Removed or restructured some old instructions
- Added instructions on how to edit various parts of the website

Since it is good practice to test changes locally before pushing to
git, instructions are added to help newcomers to comfortably do just
that.
