Remove exchange LiveCoin.net for breach of Monero license

Basically, Livecoin has ceased withdrawals and are requesting negotiations with Monero developers about reopening. If anyone here with the authority to be considered a "Monero developer" cares enough to pursue that, then perhaps they can, otherwise I think it should simply be removed from the Community Merchants page.
