The list of languages doesn't need to be translated, so there is no reason to keep it in the language files. Moved to its own
file (/_data/languages.yml). Now the language dropdown parses the languages from there.
This change is also needed for the migration to Weblate (which would ask translators to translate the language names).

It's not compatible with Weblate and will be not needed after the migration

- Remove 'Stack exchange' section and change IRC channels to full width block
- Add 'monero-site' to the list of IRC channels and 'monero-italia' in the italian version

Removed all references to payment IDs and changed all the text.
Now this page is meant to be for non-technical people looking
for info about how to receive Monero with the CLI and GUI wallets.

The page was only linked to from the footer, now it has its own menu voice under 'Resources'

- add screenshots of GUI (and make them localizable)
- add pics for hw wallets
- change structure of downloads.yml

Only use 'Blog' as a page title instead of 'Blog By Tag' and remove 'Articles by Tag'.

Because it makes sense in this context where attacks always get
better, there are likely bugs hiding somewhere, and I like the way
Qubes acknowledges this on their own website with the same wording.
