Add MRL HashToPoint Writeup

Please, if possible, add this writeup to the MRL page. It is a writeup on the original hash-to-point (group element from finite element) implementation created by the CryptoNote developers.

I would like to cite the paper, but it's hosted on github right now (and a not-maintained repo at that).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
