Create Moneropedia article "Bootstrap Node"

I discovered the concept while updating the daemon rpc dev-guide in #712 I will create this article to explain what @dEBRUYNE-1 and @moneromooo-monero told me about it on matermost.

<dEBRUYNE> It basically allows the wallet to be connected to a remote node (such that it's immediately "usable") whilst the local daemon syncs in the background
