Reorganize downloads

hyc requested to merge hyc/monero-site:download2 into master

Move armv7/armv8 to Linux, since that's what they are. Add android armv7/armv8 to the page. Split "tag" into separate cli_tag and gui_tag, since they don't always update at the same time

Note that a redirect for downloads.getmonero.org/cli/androidarm[78] needs to be created, I dunno how that's done.
