Bump jekyll to 3.8.6 and minor optimizations
The gems haven't been updated for some time. We cannot update to jekyll 4.0 yet, we hae to wait until the multilingual plugin will be compatible.
The optimizations to the config file eclude some folders/file from being built or localized. This will save a bit of time when building.
