Technical Specs relocalized

This complete @rehrar beautifull #744 with the missing technical specs. I have tested it on my regular computer to check the behavior & aspect against current pages. At the very list, it solves an actual heavy glitch on HTML for Italian version.

I'll test with all my browsers and OS in a moment.

This is based on PR #744 merged on my master (up to date with monero/monero-site master). I hope it would not conflict after #744 is actually merged here (as it is exactly the same commit) and a rebase will be enough.
