IRC Localization

This is IRC channel localization to solve #768 (closed) as discussed with @erciccione.
All the IRC related stuffs are now in the localized yaml, hangouts section, under a new irc-channels list.
It allows creating specific per-languages channel, like i added monero-fr for french.
Btw, this includes the French translation.
Tested OK on the following platforms:
