Update default ringsize to 11

This was the most urgent issue I found while translating. I'm updating the default ringsize from 7 to 11 in the monero-wallet-cli.md user guide. It was still 4 in the French and Polish guide, and I also changed MIXIN to RINGSIZE for Polish. No issues with the Russian and Arabic alphabet AFAICS.
