Dutch translation - User guides

Here's my Dutch translation of the YML file and the user guides. I delivered the user guides first; this was a work in progress until January 16, when I delivered the YML file, the main content of the website.

I also translated https://repo.getmonero.org/ProkhorZ/monero-site/blob/nl-guides/_i18n/nl/technical-specs.md which is actually an HTML file; I'm not sure whether it's actually supposed to be there; the content is duplicated from nl.yml.

Note: UI text from software, websites and services has been copied from the actual translation, or the English version if they're not translated. This means the text may not correspond to a literal translation. On the other hand, I didn't have the time to update all outdated information in the source text.
