Chinese version of the website

erciccione requested to merge erciccione/monero-site:chinese-noblesse into master

This is the initial request to add Chinese. I set up everything and took care of the technical part, translations are made by @XMRNoblesse.

The only translated file at the moment is zh-cn.yml. We will work together to add at least footer and navigation. I will remove WIP after at least one review of the complete translation.

This MR is based on !994 (merged) , which is needed to build correctly
