add '_i18n/tr' folder (copy of 'en' marked non translated)

This PR adds the missing tr folder in _i18n. i already switched all strings to translated=false.

With this one, there will be a total of 30 commits on this MR. You need git to squahs them into one called add initial Turkish translation. If you are not used to git, i can do this for you.
