Wel_come bot message

The bot gives a welcome message and ready to work. This is the first feature of the moneroJobsBot for the telegram chat room https://t.me/MoneroJobs.

This Merge Request is attributed to @Endogen. Gitlab has issues while signing on behalf of someone else but this part of the code was done @Endogen.
