MRL meeting logs backlog

Hello,

As discussed yesterday with @SarangNoether and dEBRUYNE, we will post the Research meeting logs on the blog.
Those are the first 10 45 missing MRL meeting logs , i will post them 10 by 10 as i consider this is enough of review to do for a single merge request.

Please let me know if i forgot any official meeting in the 2017-10-09 to 2018-02-19 timeframe, or took an unofficial one by mistake.

I realised some meeting logs where already posted. This only add two missing atm. I will rename the MR as WIP and add any other missing backlog to it.

I took your PR as a source, thank you about it @dginovker.
Most of the work was for each meeting to duplicate a file, put the raw logs through a notepadd++ macro, and check the agenda.
