Draft: New years resolutions

This MR proposes:

Immediate closure/repurposing of:

• https://ccs.getmonero.org/proposals/anon-perfect-peer-to-peer-protocol.html
• https://ccs.getmonero.org/proposals/utxobr-monero-k8s-operator.html
• https://ccs.getmonero.org/proposals/netrik-translation-coordination-2.html

All remaining funds (197.94014XMR) will be repurposed for contributing to proposals that the General Fund would have otherwise contributed 30% toward.

A flat/fair/blind 6 month hard deadline July 1, 2025 for:

After the above deadline passes, the proposer relinquishes their claim on funds for any uncompleted/unclaimed milestones.

If they wish to continue work at a later date, then a new CCS proposal must be made for the communities consideration.

In the event of a new proposal being made that gains the approval of the community for funding - the relinquished funds will not be available as they are to be repurposed for something else (to be decided).

The "(to be decided)" for the deadline proposals could also follow the immediate repurposed suggestion, placed into a pot, and contribute 30% to proposals that the General Fund would have otherwise done.
